We believe that access to safe shelter is a basic human right — and that emergency housing, done well, is a critical first step toward long-term stability.
Our emergency housing programs serve people who may be struggling with mental health challenges, substance use, or other barriers that prevent them from accessing traditional shelter. We meet people where they are.
Find Emergency HousingThe Flats provides hotel stays for families on CalWORKS who are experiencing homelessness. Families are referred by the Fresno County Department of Social Services Homeless Assistance Unit.
The Flats by RH Community Builders also provides an on-site Housing Specialist to assist guests with creating a housing plan after their stay.

EPOCH is a short-term housing program funded by Medi-Cal that provides up to 6 months of shelter for individuals who were experiencing homelessness prior to a hospitalization or entering residential substance abuse treatment.
Services include: On-site housing navigation, case management, and daily meals to support individuals with locating permanent housing.
Admission note: Program admission must be approved by your health insurance before entering the program. The program is referral-based.
