RH Community Builders is a community-based organization serving the Central Valley of California — including Fresno, Tulare, Kings, and Madera counties — with a focus on ending homelessness through innovative, individualized solutions.

We provide a continuum of services to meet the unique needs of every person we encounter: from emergency shelter to permanent housing, and from mental health counseling to substance use recovery.

Our work is rooted in the belief that stable housing is the foundation for everything else — health, family, employment, and community belonging.

Wayne Rutledge

Wayne Rutledge

CEO & Co-Founder

Wayne Rutledge, Co-Founder of RH Community Builders, began investing in real estate more than 10 years ago. After discovering a niche in low-income and affordable housing, his passion for addressing homelessness intensified. He became a recognized figure in the housing sector while participating on multiple task forces aimed at enhancing rental conditions in Fresno.

Brad Hardie

Brad Hardie

President & Co-Founder

Brad Hardie, Co-Founder of RH Community Builders and President of Regency Property Management (RPM), entered real estate investing from a young age. Under his direction, RPM expanded its rental portfolio to over 6,350 units across Fresno County. He was recognized in Forbes Magazine's 30 Under 30: Real Estate and serves on the Fresno City Planning Commission.

Katie Wilbur

Katie Wilbur

Executive Director

Katie Wilbur has spent over a decade in social services, working with foster youth, severely mentally ill adults, and homeless populations. She earned a master's degree in social work from USC in 2014 and her LCSW in 2016. She joined RH Community Builders at its 2019 founding and has directed organizational growth from 10 employees to more than 500 in six years.
